Great question. The decision about what data should be in which bucket is a different process: it needs to be decided based on the user needs (users include individuals, businesses and society) and must be 'triaged' on a case-by-case basis.

This flow-chart doesn't try to address the 'which data' question but rather helps to answer what process to follow once the user-needs are clear.
